The movie 13th captures both the criminal justice system of the USA as well as the political institutions in the country. It is first important to note that the movie is premised around the 13th amendment. This amendment makes it illegal for an individual or the government to propagate and advance slavery or involuntary servitude. The amendment, however, has a rider such that it allows for involuntary servitude or some sort of delivery as a form of punishment for a crime where an offender has been convicted within the USA, or any other jurisdiction which is subject to the US laws.
