Q1Rousseau states that the nature of the sovereign in a system that functions very well is that the sovereign is the people. The Sovereign, being formed wholly of the individuals who compose it, neither has nor can have any interest contrary to theirs.(Rousseau) Thus, in that system, everybody is at the top and belongs to the sovereign status. The laws that are also designed in this kind of system are designed not to have others manage others but to make everyone an equal in society.
