One reason to think free will and moral responsibility can't exist in a deterministic universe is that both require an ability to do otherwise, and, if the universe is deterministic, we can't do otherwise than we actually do. The principle of alternative possibilities says that a person is morally responsible for some action only if they could have done otherwise than perform that action (p. 205). You might also think being able to do otherwise is necessary to have free will.
