The main theme of the song was a call for unity. Bob Marley called upon people to live together in peace and harmony to avoid the sufferings inflicted on the vulnerable and the society at large by those who have power and money such as political leaders. Bob Marley also emphasizes that the sinners will be punished for their evil deeds since God in heaven is watching.
