In-Housing of IT The first introduction of Information technology to the County Government of Westchester was in the 1930s. It started with an antique column punch machine, then a gradual growth and improvement of Information technology services were witnessed. However, there were several shortcomings in IT services. The deficiencies were partly attributed to government changes, and upheaval of outsourcing IT became a consideration in the county. Eventually, Westchester signed a 10-yar contract with IBM to outsource its IT (Jacknis, and Fernqvist, 2007).
