Similarities in Encounter Programs The encounter programs mentioned in the book are; mediation, circles, conferencing, and impact panels. Victim offender mediation (VOMs) is where a victim, offender, and a trained mediator meet and discuss the issue at hand. They then come up with a just ruling.
