He appealed to the board of education and lost. He then appealed to the circuit court of Will County, and then to the Supreme Court of Illinois, and finally to the Supreme Court of the United States. Briefly describe the case and describe how and why it rose through the different court systems to finally arrive in the U.S. Supreme Court. Evaluate the decisions of the various courts and explain the final decision of the U.S. Supreme Court. Finally, summarize the importance of this case to teachers rights today. Board of EducationBackground In 1961, the residents of the Township High School District were asked by the districts Board of Education to vote on the construction of two schools for a budget of almost $5 million. However, the voters rejected the proposal and it was defeated. In December of the same year, the voters approved a bond issue of two schools at a cost of $5.5 million and the project was completed. In May 1964, the board proposed a tax raise for educational purposes but the voters rejected it. Four months later, the voters rejected another tax raise bond issue.
